THE DSA
PLAYBOOK.

The bills do not disappear. Labor, construction, food, medicine, energy, maintenance, and capital still have real costs. The program transfers those bills to government or publicly controlled providers but supplies no consolidated budget, tax schedule, transition cost, or capacity plan.

Removing prices and profits does not remove scarcity. It replaces millions of decentralized purchasing and investment decisions with political allocation, waiting lists, administered prices, rationing, or some combination of them.

People who save, own homes, provide housing, build businesses, or purchase services privately would finance benefits for everyone while losing choices the program places outside the private market.

DIRECT MECHANISM: Marx and Engels called for abolishing bourgeois private property. Soviet constitutions made state and collective ownership the economic foundation. The DSA vision is democratic in its stated method, but its proposed destination repeats the public-ownership mechanism.

Cutting a 40-hour week to 32 hours at the same weekly pay increases hourly compensation by 25% unless productivity rises by the same amount. Schools, leave benefits, and debt cancellation still require taxes, borrowing, or cuts elsewhere. The DSA program supplies no cost estimate.

Hospitals, transportation, public safety, manufacturing, restaurants, and other coverage-dependent services must hire more workers, pay overtime, reduce service, automate, or raise prices. CBO finds minimum-wage increases raise earnings for some workers but can reduce employment and purchasing power for others.

Workers who already repaid loans, skipped college, attended cheaper schools, raised children without paid leave, or work longer hours would help finance universal benefits—including benefits for households able to pay.

PARTIAL MECHANISM: Marx and Engels proposed free public education; socialist states used government direction of wages, hours, employment, and education. Paid leave or shorter hours alone do not make a country communist—the link is compulsory economy-wide direction combined with universal state provision.

U.S. healthcare consumed $5.3 trillion in 2024. Eliminating premiums and point-of-service charges changes who pays; it does not erase the cost. CBO's illustrative single-payer options increased federal healthcare subsidies by $1.5–$3.0 trillion in 2030 before choosing the taxes used to finance them.

CBO found that lower prices and broader coverage could reduce some national costs and expand use, but demand could outpace supply, producing congestion, delays, and forgone care. Provider payment cuts also affect staffing, wages, and capacity.

A compulsory national package makes taxpayers fund services and coverage choices they may not use or support, while uniform reimbursement can shift losses onto providers and patients in shortage areas.

STRUCTURAL MECHANISM: Soviet systems promised state medical service and directed facilities, staffing, and prices. Universal coverage exists in noncommunist countries too; the stronger link is monopoly public financing plus public ownership and control of delivery.

Public construction requires land, financing, labor, materials, maintenance, security, and continuing operating subsidies. Rent control can hide part of the cost by forcing owners to absorb it, but that does not finance repairs or new supply.

A major San Francisco study found protection for incumbent tenants but a 15% reduction in rental supply among treated properties, likely raising long-run market rents. Controls reward whoever already has a covered unit while newcomers face fewer choices.

Universal controls can subsidize high-income incumbents, penalize small property owners, and shift costs to uncontrolled renters, future tenants, and taxpayers who do not receive a controlled apartment.

DIRECT/STRUCTURAL MECHANISM: Soviet and Mao-era systems socialized housing and used administrative allocation. DSA does not explicitly call for abolishing personal home ownership, but public ownership plus universal price control moves allocation away from private owners and markets.

The program gives no eligibility rule, payment formula, total cost, revenue source, duration, or method for resolving overlapping ancestry and injury claims. A moral demand is not a funded program until those questions are answered.

Group-based transfers invite permanent disputes over who qualifies, who pays, who administers the categories, and whether money reaches people suffering present harm rather than politically connected intermediaries.

The central objection is collective liability: imposing costs on people who committed no underlying wrong and distributing benefits without proving an individualized injury. Anti-discrimination enforcement and equal treatment are different from hereditary liability.

PARTIAL MECHANISM: Revolutionary socialist governments assigned rights and liabilities by class identity and redistributed property through collective categories. American reparations proposals are not Stalinist confiscation, but both replace individualized responsibility with government-defined group claims.

Treatment, supervision, investigation, emergency response, courts, victim services, and secure custody still require staff and facilities. The program provides no replacement budget or institution for those functions.

In 40 states, more than half of people serving sentences longer than one year were imprisoned for violent offenses. The program does not explain where convicted murderers, rapists, violent gang members, or repeat dangerous offenders would be securely held after prison abolition.

Abolition transfers risk from offenders to victims, witnesses, neighborhoods, and frontline workers unless a credible incapacitation and enforcement system exists. Ending immunity may improve accountability, but unlimited personal exposure can also deter lawful policing.

CONTRARY HISTORICAL RECORD: Stalin, Mao, Castro, Hitler, and other dictatorships expanded secret police, prisons, camps, surveillance, and political punishment. Police abolition is not their shared policy; concentrated state coercion was.

Publicly funded care work, medical services, leave, and enforcement require taxes and rules defining eligibility, providers, covered procedures, and conflicts between asserted rights. None is costed in the program.

Combining widely supported protection from violence and sex discrimination with contested rules for abortion, minors, parental authority, medical transition, prisons, and sex-based sports prevents honest case-by-case policymaking.

Female athletic categories, intimate spaces, parental rights, religious liberty, medical consent, and unborn life present competing interests. Declaring only one side liberated does not resolve those conflicts.

NO SINGLE HISTORICAL MATCH: Communist governments varied sharply—early Soviet Russia legalized abortion, Stalin later restricted it, and party states subordinated family and personal policy to political goals. The relevant warning is state control of intimate life, not a false claim that every modern position was shared by every regime.

The proposal requires taxes, debt, state-directed capital, and continuing subsidies for jobs and infrastructure. The DSA document supplies no timetable, system cost, replacement-capacity calculation, or household price estimate.

Fossil fuels supplied about 58% of U.S. utility-scale electricity in 2025 and 82% of total U.S. energy consumption. A phaseout without proven dispatchable replacement, transmission, storage, and permitting capacity risks higher prices and reduced reliability.

Energy mandates fall hardest on households that spend a larger share of income on electricity, heating, food, and transportation and on workers whose industries are closed by political schedule.

STRUCTURAL MECHANISM: Public ownership, a jobs guarantee, and national production targets align with socialist planning. Environmental protection itself is not socialist; the link is government ownership and direction of investment and labor.

Base closures and force reductions have transition costs, while deterrence lost cannot be purchased instantly after a crisis begins. The program gives no force structure, alliance plan, threat assessment, or veteran-employment budget.

China, Russia, Iran, North Korea, terrorist groups, cyber operations, nuclear forces, and attacks on shipping do not disappear when American capacity is reduced. Retreat can lower some costs while increasing the probability or price of coercion and war elsewhere.

The policy asks allies and exposed populations to carry greater risk while Americans retain the benefits of global trade and deterrence. It also places U.S. personnel under institutions whose jurisdiction and accountability remain politically disputed.

CONTRARY HISTORICAL RECORD: Communist and fascist great powers built large militaries, security alliances, overseas influence, and arms industries. Defunding defense is not a Stalinist, Maoist, Hitlerite, or Castro-era governing practice.

Ending aid changes Israeli defense procurement and American regional leverage. The program does not price the security consequences, define 'resistance,' address displaced Jewish claims, or present an enforceable settlement accepted by both populations.

A platform centered on pressure against Israel but silent about disarming Hamas, returning every hostage, or preventing another October 7 leaves the armed veto in place. Hamas remains a U.S.-designated Foreign Terrorist Organization.

Palestinian civilians deserve security and accountable government; Israeli civilians deserve the same. A durable policy must reject terrorism, collective punishment, hostage-taking, and eliminationist demands regardless of the actor.

POLITICAL ALIGNMENT, NOT AN ECONOMIC MATCH: Soviet policy became intensely anti-Israel and supported aligned regional movements, but that does not make every criticism of Israel communist. The documented DSA link is its one-sided foreign-policy alignment and demand to terminate U.S. support.

Removing sanctions surrenders bargaining leverage and restores access to revenue, finance, technology, and trade without requiring reciprocal changes in repression, terrorism, expropriation, nuclear activity, or regional aggression.

The platform treats sanctions principally as U.S. interference but does not supply an alternative for changing conduct by hostile or authoritarian governments short of military force.

Broad sanctions can harm civilians and deserve regular review. Unconditional removal can also reward governing elites while victims of confiscation, political imprisonment, terrorism, and state violence receive nothing.

DIRECT POLITICAL ALIGNMENT: The program explicitly defends relief for Cuba and Venezuela—governments organized around socialist rule—and Iran's theocratic regime. Iran is not communist; the link here is opposition to U.S. pressure, not shared Marxist economics.

Removing numerical limits and enforcement does not remove the costs of adjudication, schools, healthcare, shelter, policing, employment verification, and integration. The program provides no volume forecast or federal, state, and municipal cost allocation.

Abolishing ICE does not repeal immigration law or eliminate customs and transnational-crime investigations. Without a replacement, statutory duties remain while the institution responsible for enforcing them disappears.

Amnesty regardless of status disadvantages applicants who waited, paid fees, complied with quotas, or were denied entry. Ending meaningful enforcement also transfers costs to communities and lower-wage workers without their consent.

CONTRARY HISTORICAL RECORD: Communist states maintained controlled borders and frequently restricted emigration. Open-ended migration is not a common Stalinist, Maoist, Castro-era, Nazi, or fascist policy mechanism.

The fiscal cost is secondary; the principal cost is changing the meaning of the electorate and administering different eligibility systems across federal, state, and local elections.

Federal law presently prohibits noncitizen voting in federal elections. Extending federal voting to permanent residents therefore requires Congress to change that law, while other structural proposals may require constitutional action.

Citizens accept permanent civic duties and allegiance. Giving the same national vote before citizenship reduces the value of that compact and lets people retain allegiance and political membership elsewhere while selecting American national leadership.

WEAK HISTORICAL MATCH: Communist constitutions often promised broad suffrage while one-party control prevented meaningful electoral competition. The modern DSA proposal expands formal eligibility inside a competitive system; the stronger criticism is citizenship dilution, not automatic communism.

This is not routine reform. It requires constitutional replacement or multiple amendments, new institutions, transition rules, and a settlement of powers now divided among voters, states, Congress, the executive, and courts.

Making the executive and judiciary subordinate to Congress removes two principal checks on legislative power. A temporary congressional majority could control lawmaking, enforcement, and constitutional review.

States and political minorities would lose structural protections designed to prevent one national majority from controlling every branch. Public financing also compels taxpayers to support candidates and messages they oppose.

STRUCTURAL MATCH: Soviet constitutions formally concentrated supreme authority in a legislature while the Communist Party controlled political life. DSA proposes competitive democracy, not one-party rule, but subordination of executive and judicial power repeats the concentration mechanism.

A national redesign requires new election systems, district and party-list rules, transition law, and constitutional amendments. Article V says no state can lose equal representation in the Senate without its consent.

Proportional systems can improve representation but also empower party organizations, produce unstable coalitions, and weaken the direct geographic accountability of individual representatives depending on design.

Abolishing equal state representation lets heavily populated regions dominate small states even though states entered the constitutional union as political units with reserved powers.

NO UNIQUE COMMUNIST MATCH: Multiparty proportional representation exists in many free-market democracies; communist one-party states did not practice genuine multiparty competition. The radical element is dismantling the American federal compromise.

Acquiring major corporations at just compensation could require enormous public borrowing or taxation. Confiscation without compensation would trigger Fifth Amendment litigation and destroy confidence in every asset exposed to future political seizure.

Public ownership replaces investors, competition, profit-and-loss signals, and bankruptcy discipline with political appointments, lobbying, budget allocation, and taxpayer backstops.

People whose pensions, retirement accounts, businesses, or inherited assets are taken or heavily taxed bear concentrated losses, while political officials decide whose projects receive capital and whose do not.

DIRECT MECHANISM: Marx and Engels advocated common ownership of capital; Stalin, Mao, Castro, and other communist governments nationalized industry and directed investment through the state. This is the clearest policy link in the program.

Higher compensation is paid through productivity gains, lower profits, higher consumer prices, reduced employment, automation, or some combination. Public-sector strikes can also withhold monopoly services from taxpayers.

Legal privileges for one bargaining institution can entrench union leadership, restrict individual workers who dissent, and protect inefficient work rules. Political spending can make unions another concentrated interest rather than a voice for every worker.

Workers should be free to organize, but also free not to join, fund political advocacy, or accept exclusive representation. Employers and customers retain property, contract, and speech interests.

PARTIAL/CONTRARY RECORD: Marxism centers class conflict and worker control, but communist governments eliminated independent unions and subordinated labor organizations to the party-state. Free unions are compatible with capitalism; compulsory political control is not.
